Αυθαίρετη κράτηση: πρώτη διερευνητική επίσκεψη εμπειρογνωμόνων του ΟΗΕ για τα Ανθρώπινα Δικαιώματα στην Ελλάδα

Η Ελληνική Δράση για τα Ανθρώπινα Δικαιώματα έχει κληθεί να συμμετάσχει στην πρώτη διερευνητική επίσκεψη εμπειρογνωμόνων του ΟΗΕ για τα Ανθρώπινα Δικαιώματα στην Ελλάδα για την «αυθαίρετη κράτηση». Ακολουθεί η ανακοίνωση τύπου της Ομάδας Εργασίας του ΟΗΕ για την Αυθαίρετη Κράτηση:
ΓΕΝΕΥΗ / ΑΘΗΝΑ (17 Ιανουαρίου 2013) – Η Ομάδα Εργασίας του ΟΗΕ για την Αυθαίρετη Κράτηση,  θα πραγματοποιήσει την πρώτη επίσημη διερευνητική αποστολή της στην Ελλάδα, προκειμένου να αξιολογήσει την κατάσταση σχετικά με  τη στέρηση της ελευθερίας στη χώρα.
Από τις 21 έως τις 31 Ιανουαρίου 2013, η ομάδα των ανεξάρτητων εμπειρογνωμόνων που έχουν επιλεγεί από το Συμβούλιο Ανθρωπίνων Δικαιωμάτων του ΟΗΕ για να διερευνήσουν ισχυρισμούς για αυθαίρετη στέρηση της ελευθερίας, θα επισκεφτούν διάφορους χώρους κράτησης, όπως φυλακές, αστυνομικά τμήματα, κέντρα κράτησης μεταναστών και ψυχιατρικά ιδρύματα.
Η διερευνητική αποστολή θα προσφέρει την ευκαιρία της συνεργασίας  με τις αρμόδιες αρχές σε εκτελεστικό, νομοθετικό, δικαστικό και τοπικό επίπεδο, όπως και με οργανώσεις της Κοινωνίας των Πολιτών
Η αποστολή θα αποτελείται από τον  κ. Mads Andenas (Νορβηγία) και τον κ. Vladimir Tochilovsky (Ουκρανία)* οι οποίοι θα συνοδεύονται από μέλη του προσωπικού του Γραφείου του ΟΗΕ για τα Ανθρώπινα Δικαιώματα.
Τη Δευτέρα 31 Ιανουαρίου 2013 θα δοθεί συνέντευξη Τύπου σχετικά με το προκαταρκτικό πόρισμα της Ομάδας Εργασίας (Περισσότερες λεπτομέρειες θα ανακοινωθούν αργότερα).
Η  τελική έκθεσης της επίσκεψης θα παρουσιαστεί στο Συμβούλιο Ανθρωπίνων Δικαιωμάτων μέσα στο 2013.
(*) Τα  άλλα τρία μέλη της Ομάδας Εργασίας είναι ο Πρόεδρος- Εισηγητής    El Hadji Malick (Σενεγάλη),ο  Αντιπρόεδρος Shaheen Sardar Ali(Πακιστάν) και ο  Roberto Garretón (Χιλή).
ΤΕΛΟΣ
Η  πρώην  Επιτροπή  για τα Ανθρώπινα Δικαιώματα δημιούργησε την Ομάδα Εργασίας το 1991, προκειμένου να  διερευνήσει ισχυρισμούς  για αυθαίρετη στέρηση της ελευθερίας., η εντολή της παρατάθηκε το 1997 ώστε να καλύψει το θέμα της  προσωρινής κράτησης μεταναστών και αιτούντων άσυλο. Στις 30 Σεπτεμβρίου 2010, το Συμβούλιο Ανθρωπίνων Δικαιωμάτων παρέτεινε την εντολή  για άλλα τρία χρόνια.

Arbitrary Detention: first fact-finding visit to Greece by UN rights expert group
GENEVA / ATHENS (17 January 2013) – The United Nations Working Group on Arbitrary Detention will undertake its first official fact-finding mission to Greece to assess the situation of deprivation of liberty in the country.
From 21 to 31 January 2013, the group of independent experts designated by the UN Human Rights Council to investigate allegations of arbitrary deprivation of liberty will visit various detention facilities, including prisons, police stations, detention centres for migrants and psychiatric institutions.
The fact-finding mission will provide an opportunity to engage with the relevant authorities at the executive, legislative, judicial and local levels as well as civil society organizations.
The delegation will consist of Mr. Mads Andenas (from Norway) and Mr. Vladimir Tochilovsky (from Ukraine)*. They will be accompanied by staff from the UN human rights office.
press conference on the preliminary findings of the Working Group will be held on 31 January 2013. Further details to follow.
The final report of the visit will be presented to the Human Rights Council in 2013.
(*) The other three members of the Working Group are El Hadji Malick Sow who is the Chair-Rapporteur (from Senegal), Shaheen Sardar Ali who is the Vice-Chair (from Pakistan) and Roberto Garretón (from Chile).

The former Commission on Human Rights established the Working Group in 1991 to investigate allegations of arbitrary deprivation of liberty. Its mandate was extended in 1997 to cover the issue of the administrative custody of immigrants and asylum-seekers.
